Mr. Sbusiso Gumbi
As of 6 March 2013 the HOD for the Department of Transport is Mr. Sbusiso Gumbi whose previous position was Acting HOD, and prior to that was the Senior General Manager in the Provincial Regulatory Entity which encompasses two wings; the Regulatory Authority and Monitoring and Compliance.
“The department is busy with the Restructuring process and filling of higher posts and that should be completed soon. I will be liaising with the department of Human Resources in ensuring the effectiveness of the process. We want people who are willing to work hard and deliver.”
Another significant role for the HOD is to work hand in hand with the MEC to ensure that the department is able to achieve its mandate by law. He added by saying that he understands what the MEC wants for his department. And that since the 2012/13 financial year was declared as the “Decade of Action Against Road Carnages” everyone is geared towards spreading this message across KZN.
“Over and above that as we enter each new financial year, we want to focus on improving infrastructure, and whilst doing that we also want to create job opportunities using the Expanded Public Works Programme (EPWP). As a department that’s responsible for the smooth running of public transport, we must ensure that it is effective and benefit the people of KwaZulu Natal. We also want to see change in transportation, which means we’ll continue improving systems that are already in existence,” says Gumbi.
Previously this position was filled by qualified engineers and when Gumbi was asked if it was not a challenge for him, he smiled and answered: “A proper work plan has been developed already. What’s left is to ensure that the required work is done effectively. This position does not require a specialized skill but it requires someone who knows and understands the policy, and how to lead people.”
“I am always ready for challenges. I participate in most of departmental committees, like Transport Policy Committee, Integrated Infrastructure Committee, Bid Award Committee and Restructuring Task Team. This has prepared me to be ready to deal with matters of any kind in the department as a whole.”
Gumbi possesses theoretical and practical experience in the field of transportation. He obtained the following academic qualifications over the years:
Bachelor of Admin – UKZN (1994)
Honours in Bachelor of Admin (Industrial Relations) UKZN (1995)
Post Graduate Diploma in Transportation Management – University of Johannesburg (1999)
Attended Transport Seminars and Workshops in USA, Germany, Curitiba, Columbia and Brazil
He joined the Department in 1996 to head the administration and management of the provincial Taxi Office, which was tasked to regulate and formalize the taxi industry in the province.
In closing, Mr Gumbi hopes to improve the lives of the people of KwaZulu-Natal.
