Mr Wayne Evans

Wayne matriculated from Maritzburg College in 1990. After which he went on to study a Bachelor of Commerce Degree at the University of Natal.

He commenced his career at Ernst & Young in 1995, where he formed part of the team co-ordinating the 1996 Local Government Elections, after which he undertook his Articles at Ernst & Young during which time he audited various medium-sized companies in Pietermaritzburg. Wayne commenced work at the Department of Transport at the end of 2000 as a consultant employed on a project to implement the Public Finance Management Act (PFMA) in provincial departments. In 2002 he was appointed to the permanent position of Director: Financial Management. During this period he studied for and was registered as a Chartered Accountant (SA).

In 2006 Wayne left the department to take up the position of Chief Financial Officer at the Department of Housing and in September 2008 returned to Transport as Chief Financial Officer.

The Office of the Chief Financial Officer is directly accountable to the Head of Department (Accounting Officer) and the Treasury Regulations further specify that the role of the CFO is to “assist the accounting officer in discharging the duties prescribed in Part 2 of Chapter 5 of the PFMA and the annual Division of Revenue Act”. The Office of the CFO manages areas ranging from budget preparation, financial reporting, supply chain management and the development and maintenance of internal control policies and procedures. The CFO plays an integral role in implementing the financial reforms at the direction of the accounting officer with the assistance of appropriately skilled finance staff.

The CFO is responsible to ensure that the following requirements in terms of the PFMA are achieved:

  • maintain a close liaison with the accounting officer and the management team;
  • respond to changing needs for financial information and advice;
  • make a contribution to the financial aspects of the strategic planning process;
  • ensure that internal financial targets and budgets are fully consistent with the strategic plan and relevant agreements with government;
  • manage working capital, assets and liabilities;
  • manage the accounting and finance staff;
  • expenditure management;
  • revenue management;
  • meet reporting requirements as required in terms of financial management legislation such as PFMA, Treasury Regulations and DoRA;
  • maintain systems of internal control, which comply with internal audit requirements.

  • Management Accounting
  • Internal Compliance
