The Vehicle Test Station section provides an admin support service to the 66
public and private vehicle test stations throughout KwaZulu-Natal by verbal,
telephonic and written communication to all external and internal customers in
respect of all matters pertinent to the registration and functioning of Vehicle
Test Stations, reviewing of Quality Assurance manuals, SABS inspection reports
and assessment of Vehicle Test Station statistics, in accordance with the Codes
of Practice SABS 0216 and 047 and the National Road Traffic Act (Act 93 of
1996).

There are 66 registered Vehicle Test Stations throughout KwaZulu-Natal of
which 20 are public and 46 are private

Application
- Application can be made by the completion of an application form
(form TS1), submission of motivation for the need for a Vehicle Test
Station in the particular area and a Resolution from the Municipal Council
of the municipality in which the Testing Station will be located supporting
the application.
- The application is then acknowledged and perused by the Vehicle Test
Station section which is then forwarded to the Technical Compliance Section
of Motor Transport Services for a feasibility study to be conducted.
- The application together with the recommendation from the Technical
Compliance Section is forwarded to the Head of Department for either his
approval in principle or disapproval.
Approval of Application
- Upon the Head of Departments approval in principle the applicant will be
advised accordingly together with a list of pre-requisites to be complied
with prior to registration on the National Traffic Information system (NaTIS).
- Once the pre-requisites are complied with the applicant pays the
registration fee at their appropriate Registering Authority.
- On receipt of proof of payment the Vehicle Test Station Section would
register the Vehicle Test Station on the NaTIS and print the registration
certificate which is then sent to the Head of Department for signature, once
registered on the NaTIS the Vehicle Test Station may proceed to operate.
PRE-REQUISITES FOR REGISTRATION AS A TESTING STATION IN TERMS OF SECTION
38 OF THE NATIONAL ROAD TRAFFIC ACT READ WITH REGULATION 128 OF THE SAID ACT
i. |
Affidavit from owner of the Testing Station confirming that the
details of the Management Representative, in Form TS1 are accurate and
that the said Representative, if not the owner himself, is acting on the
owner(s) behalf. |
ii. |
Copy of the Offer to Purchase or Lease, or Title Deed for the
property where the Testing Station is to be operated. |
iii. |
If the proposed Testing Station is within a Local Authority
boundary, a copy of a Resolution from the Local Authority, advising that
Council supports the application. |
iv. |
Copy of the Founding Statement reflecting all members or owner(s) of
the proposed Testing Station. |
v. |
SAPS clearances for the Business, if going concern, and for the
Management Representative, owner(s) and members, in their individual
capacity. |
vi. |
SARS clearance for the Business, if going concern, and for all
proposed owner(s), members, and the Management Representative. |
vii. |
Certified copies of owner(s), members and Management Representatives
identity documents. |
viii. |
Confirmation from the owner(s) or members to the effect that if the
application is successful, and upon payment of the appropriate fee, they
will supply the Motor Transport Services Directorate with full details /
confirmation of Management Representative and all Vehicle Examiners,
together with copies of the Vehicle Examiners Registration forms. |
ix. |
Entering into a service level agreement with the Department which
encapsulates the general functioning of Vehicle Test Stations within the
ambit of all applicable legislation as stated therein, as well as
confirmation of the designated signatory. |
x. |
The NaTIS and the relevant confidentiality agreement
will also be compulsory. |
xi. |
Registration of the Testing Station to take place within 12 months
of preliminary approval by applicant (same legal persona). Failure to do
so will nullify the application and a new application will have to be
submitted. |
Disapproval of application
- Upon the Head of Departments disapproval of the application the
applicant will be advised accordingly.
