INTERIM MEASURES TO TRANSPORT SCHOOL PUPILS

The recent problems encountered by school pupils, especially from rural areas, with regards to access to adequate transport to and from school has prompted the KZN Transport Department to consider legalising as taxis the so-called "Ventures" manufactured by Toyota in order to alleviate the transport burden.

According to the National Land Transportation Transition Act as well as the National Road Traffic Act, these "Ventures" may be legalised as taxis as their design permits the conveyance of more than nine people. Effectively, we are looking at various legal options in terms of the relevant legislation and this process is expected to be completed in the coming weeks.

As part of the process we will also have to consult with taxi and bus operators to arrive at a consensus regarding the legalisation of these vehicles as taxis. In order to prevent unfair competition which may lead to conflict, it is important to consult all relevant role-players.

According to Chief Director, Mr George Mahlalela, a needs analysis will have to be conducted before "Ventures" are allowed to operate as taxis. "Over the next few weeks we will meet with the Taxi Council and the South African Bus Owners Association (SABOA) after which a special meeting will be held with such operators ferrying scholars. Also important is the proper definition of the nature of the authority or permit to be granted. All role-players will have to be properly consulted before ‘Ventures’ are allowed to operate in specific areas," said Mahlalela.

However, it must be emphasized that this arrangement must in no way be construed as defining the future of scholar transport in the province. The issue of scholar transport still needs to be resolved through integration.
