In order to establish a measuring instrument for the service delivery outputs by all the offices the programme "Mission Directed Work Teams" was selected.

The programme consists of ten modules covering a very wide field of management responsibilities but has as its foundation and point of departure the identification of service delivery outputs and its measurement and reporting.

The programme has therefore a very powerful empowerment element in it in that the manager, at any level in the organisation is not only monitored in terms of his/her output, but also given all the tools and techniques to improve upon his/her output thereby strengthening the organisation as well as uplifting the individual.

The Modules are: 

Mini business goal alignment: The identification and measurement of service delivery outputs and the reporting of these against stated targets.

Visual Workplace: Making work easy through improving the workplace.

Equipment Optimization: Improved equipment productivity and efficiency.

Team Leadership: Developing the team through empowering leadership and participation.

Workflow Management: Improving organisational responsiveness and speed by managing capacity constraints and reducing work in progress.

Team Coaching: Building a competent, multiskilled and versatile team.

Quality Assurance: Managing and eliminating waste by building quality into each process and sustaining a world class quality system such as ISO, UDA and QS.

Customer Service: Focusing the team on delivering customer service requirements.

Process Improvement: Identifying and eliminating the seven wastes.

Self-Development: Forging the attributes necessary for personal and organisational success.

Monitoring and Evaluation in the Department of Transport is thus a holistic approach where individuals and components are not only measured in terms of their service delivery outputs but they are also guided with regard to the setting of targets in line with Departmental Strategic Aims as well as being equipped to improve themselves in order to overcome constraint in the workplace or inadequate personal capacity.
