

About the Provincial Regulatory Entity(PRE)
The Provincial Regulatory Entity(PRE) consists of two regulatory bodies namely;
the Provincial Taxi Registrar and the Local Road Transportation Board (LRTB)
which was transformed into the Public Transport Licensing Board (PTLB) in 2002
as required by the National Land Transport Transition Act, 2000 (NLTTA). The
PLTB has achieved the following registration statistics to date:
Provisionally registered associations - 248
Provisionally registered members - 16 145
Provisionally registered vehicles - 20 000
Provincial Taxi Registrar
The main functions of the Provincial Taxi Registrar are clearly set out in
Section 99 of the National Land Transport Transition Act, 22 of 2000 (NLTTA).
These functions are to receive, consider and decide upon, applications for the
registration of associations and their members, vehicles and routes and
non-members.
Public Transport Licensing Board
The Public Transport Licensing Board consists of the Statutory Body which is
made out of five members (Chairperson, Vice Chairperson and three members) and
the admin support staff.
The powers and duties of the Board are set out in Section 78 of the NLTTA. These
functions are to receive, consider and decide upon application for the granting
of public road carrier permits / operating licenses.
