

Conversion of Permits to Operating Licenses
Section 32 of the National Land Transport Transition Act, 22 of 2000 (NLTTA)
requires that all permits should be converted to Operating Licenses on a date to
be determined by the Minister. In Gazette number 27999, the Minister of
Transport has gazetted that all permits should have been converted by 30
November 2005.
Within the Province there are two hundred and forty-eight (248) associations
which are respectively spread into sixteen (16) regional taxi councils. There
are about twenty one thousand permits (21 000) within the province which need to
be converted. In terms of the NLTTA the onus of converting the permit to an
operating license lies with the applicant.
Requirements
- Copy of valid existing Authority (Permit & Routes)
- Certified Copy of Identity Document
- Copy of Public Drivers Permit (Driver)
- Copy of Log -Book
- Copy of Certificate(s) of Roadworthiness (valid atleast for 180 days)
- Letter of support singed by thee executive members of the taxi
association
- Proof of registration as a Tax Payer (or exemption)
- Proof of Company or CC registration (If applicable)
- Copy of Rank Permit(s) if already obtained
- Affidavit Regarding Previous Convictions: Form 10
- Detailed route descriptions approved by the relevant Municipalities
Important Information Regarding New Applications
Applicants are hereby requested not to buy vehicles before the
Board grants them the permits/operating licenses. In terms of the Road
Transportation Act, 74 of 1977 an applicant submits an application to the Board
which will be received, considered and decided upon, if the permit/operating
license has been granted it is then that the applicant can buy a vehicle.
The grant letter specifically states that an applicant must submit vehicle
particulars within a period of sixty (60) days which can be extended for a
further sixty (60) days if an applicant requests such an extension. Failing
which the applicant has to start afresh and submit another application.
